What exactly does the referring member get?

An amount off her next membership charge. You set the amount and the ceiling, and it only lands once the new membership has been paid.

Can I cap how much somebody accumulates?

Yes. There is a ceiling, and you can also limit how many referrals count in a period.

What if the friend cancels?

A reward already given stays recorded like any other movement, and the referrer's ceiling is not refilled. No surprises in the report.
